Parsonstown’s Poor Law Union was established on the 8th of May 1839. It was formed from an elected Board of Guardians, with John Drought as chairman, comprising twenty-nine elected members and nine ex-officio Guardians with all members meeting weekly. Parsonstown Union’s area of operation covered 234 square miles from two counties: from Offaly (King’s) – Banagher, Drumcullen, Eglish, Ferbane, Frankfort, Kilcoleman, Kinnety, Lemanagan, Letter, Lusmagh, Seirkyrans, Parsonstown, Shannon Bridge, Shannon Harbour and Tissarin. From County Tipperary – Aglishcloghane, Ballingarry, Dorha, Lockeen, Lorha and Uskeane. The Union was abolished in 1925, with the Board of Guardians powers being transferred to the county councils' Board of Health.

Founded probably in the winter of 1887/1888, King's County (Offaly) GAA County Committee, met in a hotel in Birr on 6 March 1888, to arrange for the holding of championships in hurling and football. The county committee became known as Offaly County Board over time, and is responsible for Gaelic games within the county and for selecting inter-county teams to play in the national championships.

Offaly GAA Southern Committee was a sub-committee of Offaly GAA consisting of delegates representing Banagher, Belmont, Birr, Clareen, Coolderry, Cloghan, Doon, Drumcullen, Eglish, Erin's Own, Ferbane, Kilcormac, Killoughey, Kinnitty, Lusmagh, Seir Kieran and Shinrone clubs.

The Loyal National Repeal Association was organized by Daniel O'Connell in 1830 with the goal of breaking political ties with Britain and repealing the Act of Union of 1800. The association was well organized and gained members throughout the early 1840s. The repeal campaign failed in its mission to escape British rule but did engage millions of Irish people in a political cause, and the famed "Monster Meetings", which were attended by tens of thousands of people, demonstrated that the majority of people in Ireland opposed British rule.

The Union comprised an area of 246 square miles, covering two counties: from Offaly (King’s) – Ballycommon, Cappincor, Clara, Durrow, Geashill, Kilclonfert, Killeagh, Killoughy, Kilmonaghan, Philipstown, Rahan, Rathfeston and Tullamore. From County Westmeath – Kilbeggan and Rahugh. The Union was abolished in 1925, with the Board of Guardians powers being transferred to the county councils' Board of Health.

Rural district councils were created through the Local Government (ireland) Act, 1898, and were eventually abolished after the partition of Ireland, by the Local Government Act of 1925.
